Property damage is disorienting in ways that go beyond the physical. When a building is affected by fire, flooding, subsidence, or accidental damage, owners must simultaneously manage safety concerns, arrange temporary accommodation, liaise with contractors, and navigate the claims process, often without any prior experience of how these processes work and what support they are entitled from their insurers.
At Istidam Consulting, we provide independent structural and civil engineering services to policyholders, insurers, and loss adjusters across all stages of the insurance claims and reinstatement process. Our engineers carry out forensic investigations to establish the cause and extent of structural damage, produce scope and cost analysis, validate third-party assessments, and administer contracts from inception to completion of remedial works.
We act for all parties: policyholders, loss adjusters, and insurers, and in each case, our output is technically independent, clearly documented, and produced to the standard required to support the claim, close the file, and ensure that reinstatement is carried out to the appropriate specification.
Our insurance and property damage services cover:
What Independent Engineering Input Changes in a Property Damage Claim
UK property insurance claims reached £6.1 billion in 2025, the largest annual payout on record, according to ABI data. The average cost of a home insurance claim rose 15% year-on-year to £6,000. Domestic subsidence pay-outs alone hit £307 million in 2025, a record high driven by the driest and hottest UK summer on record, accelerating clay shrinkage beneath foundations across the country.
Behind those figures are individual claims, and the pattern of how those claims are handled is consistent. An insurer appoints a loss adjuster. The loss adjuster appoints a surveyor or drainage contractor. A scope of works is produced. The policyholder is expected to accept it. In straightforward claims, this process works. In claims where causation is disputed, where the extent of damage is not fully visible, or where the schedule of works proposed does not address the underlying structural issue, the process breaks down, and the policyholder absorbs the consequences.
The central issue in most disputed property damage claims
A loss adjuster appointed by an insurer is there to manage the claim on the insurer’s behalf. Their role is to assess what is covered under the policy and at what cost. An independent structural engineer appointed by or on behalf of the policyholder produces a technical assessment of what the damage is, what caused it, and what is required to reinstate the property to its pre-loss condition. Those two assessments are not always the same.
Building Forensics: Establishing Cause Before Scope
The most consequential decision in a structural damage claim is the causation determination. The type of damage; whether it is attributed to subsidence, heave, landslip, flooding, fire, impact or drainage failure, determines what is covered by the policy and what remediation is appropriate. In some cases, it also determines whether the claim will be accepted.
Published decisions from the Financial Ombudsman Service (financial-ombudsman.org.uk) covering 2024 and 2025 illustrate how causation disputes can arise in structural damage claims. In a number of cases, an initial assessment attributed defects to thermal movement rather than subsidence, a distinction that affects policy coverage. Where policyholders subsequently commissioned an independent structural engineer’s report, the additional technical evidence clarified the cause of the defects and provided insurers with the basis to reassess and, in several cases, reopen the claim. Independent engineering input at an early stage of the claim process can therefore serve the interests of all parties, giving insurers the technical clarity needed to reach a well-founded decision, and giving policyholders confidence that the assessment of their property reflects the full picture.
An Istidam forensic investigation begins with a site inspection to fully document visible damage, including crack patterns, building movement, material condition, drainage infrastructure, and any contextual factors such as proximity to trees, ground conditions, or recent construction activity. This is followed by a desk study in which geological records, drainage plans, previous claim history (where available), and construction documentation are reviewed. The output is a building forensics report that establishes the most probable cause of damage, the structural significance of the identified defects, and the scope of work required to address them.
For fire and flood damage, the investigation covers the structural elements of the building that have been affected: the condition of timber floor and roof members following prolonged water exposure, the integrity of masonry and concrete elements that have been subjected to heat, and the extent to which damage has penetrated beyond the visible surface. Visible damage at the finish level often extends into structural elements that cannot be accessed without investigation. If the scope of work only addresses what is visible at the time of the initial inspection, additional works will commonly be required after reinstatement has begun, adding time, cost and disruption. These works are usually anticipated and included provisionally.
What Istidam produces: Initial Investigation & Building Forensics
Site inspection and photographic record of all damage: crack pattern analysis and BRE Digest 251 classification where applicable, causation assessment identifying the mechanism of damage, desk study incorporating geological, drainage, and construction records, building forensics report suitable for submission to the loss adjuster or insurer, recommendations for safe occupation, temporary stabilisation, or further investigation where required.
Scope and Cost: What an Independent Analysis Covers That a Contractor Quote Does Not
A contractor’s quote is a price for a defined scope of work. If the scope is wrong, if it misses structural elements, specifies an incorrect remediation method, or addresses the symptom rather than the cause, the quote is simply a price for the wrong job. This is not a hypothetical concern. It is the most common source of claims that reopen after completion.
A subsidence claim that results in cosmetic crack repairs without addressing the root cause, such as tree roots, drainage failure, or ground shrinkage, will see the cracking return within one to three seasons. A flood damage reinstatement that replaces floor finishes without investigating and treating the affected structural floor members may leave the building with concealed timber decay that manifests years later. In both cases, the policyholder has a property that has not been fully reinstated, and a second claim that is more difficult to substantiate in relation to the original insured event.
Istidam’s scope and cost analysis is prepared by a structural engineer on the basis of the forensic investigation findings. It covers the full structural and fabric reinstatement required, from temporary works and propping through to structural repairs, drainage remediation, damp protection, and building fabric reinstatement, with costs assessed against current UK market rates for the relevant works. The analysis is structured to provide the loss adjuster and insurer with a clear, itemised technical justification for each element of the scope, reducing the likelihood of dispute and accelerating the path to claim approval.
Scope and Cost Validation: When the Policyholder Receives a Schedule They Are Not Certain About
Policyholders are not usually in a position to assess whether a provided schedule of works produced by others accurately reflects the work required for their property. The schedule may be technically correct. However, it may also underspecify the structural repairs, omit elements that were damaged but not immediately visible, or propose a remediation method that addresses the surface rather than the underlying cause of the damage.
Istidam carries out independent scope and cost validations on schedules produced by others. These reviews compare the proposed scope against the actual condition of the building, ensure that the remediation method is appropriate to the cause of damage, verify that all affected structural and fabric elements are included, and assess whether the costs reflect current market rates. If the validation identifies any omissions or incorrect specifications, a written report will set out the findings with technical justification. This provides the policyholder with a basis for discussion with their insurer.
Tender Packages: Competitive Appointment on a Defined Technical Specification
For straightforward reinstatement projects involving structural repairs following subsidence, underpinning, fire damage reinstatement, or flood remediation affecting multiple elements, appointing a contractor based on competitive tenders against a defined technical specification produces better outcomes than direct appointment or day-rate instruction. This approach establishes a fixed or measurable contract sum, defines the scope and quality standards that the contractor is committed to meeting, and creates a contractual basis for managing variations and certifying completion.
Istidam produces full tender packages for reinstatement works. These packages incorporate the structural specification, schedule of works, drawings where required, form of tender and contract documents, which are prepared under JCT Minor Works, JCT Intermediate, or NEC, depending on the scale and complexity of the works. Tender packages are issued to a selected list of contractors, and responses are evaluated on both price and technical approach. This process is transparent, defensible to the insurer, and removes the risk of appointing a contractor whose interpretation diverges from the agreed reinstatement specification.
Contract Administration: Independent Technical Oversight Through to Completion
Appointing a contractor and agreeing on a schedule of works does not eliminate the technical risk in a reinstatement project. Poorly executed works, materials that do not meet the specification, variations that are instructed informally without a cost agreement, and valuations that are certified ahead of the work completed are all recurring problems in reinstatement projects that lack independent contract administration.
At Istidam, we provide contract administration and project management for reinstatement works from contractor mobilisation through to practical completion and final account. Our contract administrators conduct regular site inspections, review the work against the specification and drawings, certify contractor valuations only for works properly executed, instruct and value variations formally, and issue practical completion certificates on the basis of technical assessment rather than contractor declaration.
For insurers and loss adjusters, independent contract administration provides assurance that the reinstatement is being executed to the agreed specification and that the financial exposure of the claim is being managed. For policyholders, it provides a point of contact with technical authority throughout the works, and a clear record of what has been executed, certified, and paid.
What Istidam produces: Contract Administration & Project Management
Contractor appointment support; pre-start meeting and programme review, regular site inspections with written inspection records, formal instruction and valuation of variations, interim and final certificate of payment. defects inspection at end of rectification period, final account settlement, and project close-out report.

We got Tarek in to provide a structural report on the property after concerning cracks flagged in our building survey from another provider. Tarek picked up on a lot more potential issues with the property and I think has saved us tens of thousands of £s. He's very thorough and knowledgable and would highly recommend his services.
