The importance of a structural engineer’s report is that it defines the list of defects within a property, establishes what is causing them, whether they are progressing, and what they mean for the safety and value of the structure. At Istidam Consulting, our Chartered Engineers carry out structural surveys across residential, commercial, and industrial structures in the UK, producing reports that are technically rigorous, clearly written, and fit for purpose; whether that purpose is a mortgage application, an insurance claim, a purchase decision, or simply understanding what is happening to a property.
Our structural survey services cover:
What a Structural Survey Actually Covers, and Why the Distinction Between a Surveyor’s Report and a Structural Engineer’s Report Matters
A RICS Level 2 Homebuyer Report is not a structural assessment. This distinction is misunderstood by a significant number of property buyers each year, and the consequences can be substantial. The Level 2 report is a visual inspection by a surveyor. When cracks, sloping floors, or wall movement are identified, the standard recommendation is to instruct a structural engineer before proceeding. That second step, the structural engineer’s report, is where the technical assessment actually takes place.
In a recent survey, 7% of homeowners who did not commission a structural survey discovered defects only after completing their purchase, with 12 of the 39 who could recall the remediation cost reporting spending over £5,000. In cases involving subsidence, the costs are rarely that contained.
According to data from Checkatrade and MyJobQuote, the average cost of underpinning a subsidence-affected house in the UK falls between £6,000 and £25,000, with an overall average of around £13,000 to £13,500, and that figure covers the structural remediation alone, before any reinstatement of internal finishes, decoration, or drainage repairs.
The decision to commission an independent structural engineer’s report at the right point in the process typically costs a fraction of what an undiagnosed defect will cost to address post-purchase.
Subsidence: What the Survey Has to Establish
Subsidence is one of the most frequently misidentified conditions in UK residential property. Cracks that are assumed to indicate active ground movement are often historic, stable, and attributable to normal thermal or moisture-related movement. Equally, cracks that appear minor can reflect ongoing foundation settlement that, left unmonitored, will worsen.
ABI data shows that subsidence insurance pay-outs reached £66 million in Q3 2024 alone, a 61% increase on the same quarter the previous year. The majority of those claims involve a dispute at some point about whether the movement is ongoing or historic, and which cause is responsible: tree-root shrinkage in clay soils, drainage leaks softening the sub-base, or slope creep on sloping sites. Each cause has a different remediation, and conflating them leads to unnecessary work and expenditure.
An Istidam subsidence assessment begins with a desk study: reviewing the geological record for the site, identifying soil types and their susceptibility to shrinkage, checking historical maps for tree coverage, drainage infrastructure, and previous development.
This informs the site investigation and ensures the visual assessment is grounded in the context of the specific ground conditions beneath the property. Root cause identification: tree roots, drainage, or slope movement determines whether the appropriate response is tree management, drainage repair, or ground stabilisation. Recommending underpinning without establishing the cause first is not an assessment; it is a default that frequently results in the wrong remediation being carried out.
Crack Assessment, BRE Digest 251, and the Certificate of Adequacy
Not every crack requires a monitoring programme. Not every crack is minor. The classification framework used by structural engineers in the UK for assessing crack damage in low-rise buildings is BRE Digest 251, published by the Building Research Establishment. It establishes six damage categories, from Category 0, covering hairline cracks below 0.1mm with no structural significance, through to Category 5, covering very severe damage with crack widths exceeding 25mm and risk of structural instability.
The key point is that cracks do not need to be large to signal a serious problem; classification depends on crack pattern, location, direction, and relationship to structural elements, not width alone.
Where crack pattern and building history suggest the possibility of progressive movement, a monitoring programme of 6 to 12 months is the appropriate response before any remediation decision is taken. Monitoring establishes whether the movement is active and progressive, or historic and stable. Repairing cracks without an assessment, whether by filling, stitching, or underpinning, only addresses a symptom without a diagnosis.
On completion of the monitoring period, Istidam issues a Certificate of Adequacy where the findings confirm that movement has stabilised. This certificate is accepted by mortgage lenders, insurers, and solicitors as confirmation that the property’s structural condition has been professionally assessed and found adequate for its intended use.
Structural Surveys for Mortgage Applications and Property Purchases
When a RICS report recommends a structural engineer’s inspection prior to mortgage release, lenders require a report that directly addresses the defect identified, cracks, floor sloping, wall lean, or evidence of structural movement, and provides a clear assessment of its cause, severity, and structural significance. A report that describes without interpreting does not satisfy that requirement.
Structural survey costs for residential properties in 2025 typically range from £600 to £2,000, depending on size, complexity, and location, with a thorough assessment to identify hidden defects that could cost considerably more to resolve. Istidam’s reports for mortgage purposes are written to satisfy lender requirements without requiring a follow-up instruction or further clarification. Where historical documentation is unavailable, common in older properties that have changed hands multiple times, our reports establish structural adequacy based on the assessment of the current condition, allowing the purchase or refinancing to proceed on a sound technical footing.
Damp and Water Ingress: Source Identification Before Remediation
Damp is frequently misdiagnosed in UK residential properties. The four primary sources- rising damp from a failed or absent damp proof course, penetrating damp from external sources, condensation from occupancy patterns and thermal bridging, and water escape from plumbing or drainage- each require a different remediation response. Treating the wrong source produces a result that fails within one to two seasons, often at high cost.
Istidam’s damp assessments use calibrated protimeter readings across the affected areas to produce a moisture map of the building fabric. The assessment report identifies the source and the appropriate remediation route. It does not recommend a single-product solution irrespective of cause, a practice that is unfortunately common in the damp treatment industry and that consistently produces poor outcomes for property owners.
Non-Standard Construction: Steel Frames, RAAC, and PRC
Properties built using non-standard or non-traditional construction methods require a different inspection approach to conventional brick and block buildings. The visual indicators of structural deterioration are different, the failure modes are different, and the remediation options are more constrained.
Steel-framed properties, a significant proportion of the UK’s post-war residential buildings, are inspected in accordance with BR 113 guidance. This typically requires intrusive investigation to assess the condition of the steel frame members at vulnerable locations: ground-floor junctions, below window openings, and at eaves level, where corrosion rates are highest due to moisture ingress.
Reinforced Autoclaved Aerated Concrete, commonly referred to as RAAC, became a matter of significant public attention in 2023 following structural failures in school buildings. It is present in a broader range of UK property types than is generally appreciated: schools, hospitals, commercial buildings, and some residential properties built between the 1950s and 1980s. RAAC has a design life of approximately 30 years and shows limited visible warning before panel failure. Identification requires an informed assessment of construction date, building type, and visual inspection by an engineer familiar with its characteristics.
Precast Reinforced Concrete (PRC) has related concerns: the steel reinforcement within precast panels is susceptible to corrosion, and unchecked deterioration can have structural consequences.
Istidam’s non-standard construction surveys establish the current condition of the structural system, identify locations and extent of deterioration, and provide a clear assessment of structural adequacy and any remediation requirements. For mortgage applications on non-standard properties, lenders almost universally require this level of assessment before approving funds.

We got Tarek in to provide a structural report on the property after concerning cracks flagged in our building survey from another provider. Tarek picked up on a lot more potential issues with the property and I think has saved us tens of thousands of £s. He's very thorough and knowledgable and would highly recommend his services.
